I would not judge the reviewer's expertise but his (or her? :)) knowledge of obscure American names. (By way of an example, I thought for a while that Francis was a male name, and as a result was not aware that Francis Kirwan was a woman mathematician. Does it mean that my (hypothetical) review of Kirwan's paper should be immediately disqualified?)
