You are far off the mark. Beside group prejudice (which is not a point here at all, either - see below) racism implies institutional power of a group. If you can demonstrate that Latina women as a group hold entrenched power in American society, and that their collective narrative is the major factor in it, then you may conclude that her remark was racist.

As it is, she stated a fact: because she belongs to particular race and gender groups she has had experiences that those who do not belong to the groups do not have, and those experiences are germane to the cases that deal with race and gender issues. It does not imply that any Latina woman will be a better candidate just because she is Latina and woman - which may have been a prejudiced statement, but not a racist one.
